JSI/WE is seeking a IT Specialist for a five-year USAID funded Targeting the Learning Crisis Activity in Uganda, which aims to create sustained, measurable improvements in development outcomes in Basic Education through Targeted Instruction for foundational skills, a learner-centric pedagogy that reorganizes math and reading instruction based on children’s actual learning levels, rather than on the prescribed grade-level syllabus. The Activity seeks to implement cost-effective, sustainable, and impactful programming, centered around Targeted Instruction pedagogy for P3-P5, Targeted Instruction and other evidence-based approaches for P1-P2, and evidence-based early childhood education for pre-primary years, in order to significantly improve math and reading learning outcomes for Ugandan primary students.

Responsibilities

The IT Specialist is a full-time position and will be based in Kampala, Uganda. The IT Specialist's main mission is to set-up IT system, design, operationalize and maintain in good working order the computer and internet systems and networks of the program. S/he will provide ongoing IT support for the TLC project.
The Information Technology (IT) Specialist reports to the MEL Director.

  • Use and maintenance of technology required for day to day operational support of the project managed;
  • Compliance with JSI Information security policies, procedures and standards;


SPECIFIC DUTIES AND RESPONSIBILITIES:

1. Ensure the operationalization of a secure computer network of the program (including internet) both at the central level and at the regional level of the Project.
Identification of adequate hardware and software for the needs of the project;
Installation of computer equipment in all project offices, including implementation of Windows server;
Participate in the procurement of IT equipment and accessories

2. Ensure the proper functioning of computer equipment, including the main server, computers, printers, and various computer tools.
Configure and troubleshoots servers, laptops, desktops scanners and printers
Diagnose computer, hardware or software malfunctions and ensure the resolution of malfunctions;
Provide daily technical support to program staff and consultants in the proper use of installed computer hardware and software;
Train program staff on the effective use of the office's computer equipment and systems;

3. Maintain the network infrastructure including internet connection, router, Ethernet switch, wireless APs and PBX phones

4. Design and implement electronic databases required for program operations, both administrative and technical.
Develop and maintain information management systems as needed, such as cartographic or non-cartographic monitoring and evaluation databases.
Operationalize a network sharing system for program electronic files.

5. Facilitate data sharing and integration across program components, ensuring that data is accessible and actionable to support program activities and impact assessment.

6. Develop and implement reporting tools, such as dashboards or visualizations, to effectively disseminate key findings and insights to both internal and external stakeholders.

7. Support the project staff in the integration, deployment and support of appropriate technologies such as mobile phones, tablets, GIS among others into program activities as required

8. Ensure technological monitoring and inform program managers of new features that can be used within the program.

9. Perform periodic and systematic backups of all existing data and information within the program in accordance with JSI policies and procedures

10. Monitor the maintenance of the program's telephone and electronic devices.

11. Ensure compliance with JSI Information security policies, procedures and standards as well as train staff on IT policy;

12. Perform any other tasks required for the needs of the project.

Qualifications

  • University degree in Computer Science or Engineering in Computer Science or similar fields;
  • Minimum 5 years of experience in the field of management/administration of computer networks and systems and information technology of programs or large companies, preferably with international entities;
  • High computer skills, particularly in MS Office, Windows Server, Google Apps, Access and Outlook, HTML programming, GIS software, etc.
  • Having critical and evolutionary thinking, while having a strong ability to solve complex computer problems;
  • Excellent analytical and organizational skills at work;
  • Knowledge of TCP/IP LAN/wireless networking principles and application protocols, i.e. HTTP, HTTPS, SMTP and FTP (recommended).
  • Ability to troubleshoot software and network issues.
  • Good interpersonal skills at work, good ability to integrate into a multidisciplinary team and having a strong sense of team spirit and work;
  • Must be able to maintain confidentiality for all project and staff proprietary matters.
  • Relevant experience with USAID-funded programs and knowledge of USAID rules, and regulations strongly desired;
  • Excellent verbal and written English
